Within the Delray Community Redevelopment Agency (CRA) is a team member that is boots to the ground involved in the planning, managing and coordinating of various redevelopment projects. The team member is the Redevelopment Manager. The Redevelopment Manager is responsible, in essence, for the smooth sailing of the Delray CRA ship.
They communicate daily with many different contacts at all stages of a redevelopment project whether it’s contractors, architects or engineers. They also function as a liaison for contacts outside of the Agency such as City staff, the business community and advisory boards. This communication takes many different forms depending on the project, the stage of progress and the requirements of the project. So, communication, both written and oral, is a major component of the role. The Redevelopment Manager is responsible for communicating reports and recommendations to supervisory boards, resolving problems within a project’s development using communication and accurately reviewing and commenting on bid proposals.
The role of Redevelopment Manager also requires an eye for detail because this role is responsible for maintaining control of redevelopment projects. This maintenance includes ensuring that a CRA project implements the CRA’s redevelopment objectives outlined in the CRA Plan, meeting deadlines on project goals, and analyzing project costs and how they compare to a project’s budget. This coordination, management and level of control needs to be maintained over multiple projects in different stages of completion, whether that be construction or phases of contract administration, quality control, inspection or warranty administration.
Unsurprisingly, a role as crucial as Redevelopment Manager requires a honed professional with relevant education and hands on experience. A background in Architecture, Urban Planning, Civil Engineering, Building Construction, etc. is a must. This comes with knowledge of widely used software, programs and guidelines within these disciplines. Examples would include knowledge of CCNA, RFP/RFQ, and government procurement policies and procedures. Added benefits that qualify a Redevelopment Manager are a familiarity with Delray Beach Land Development Regulations or other certifications related to redevelopment.
Overall, the role of Redevelopment Manager is a demanding one that requires not only a knowledge of procedure in redevelopment, but also the ability to manage.
