In a world where everything is becoming increasingly expensive, Carolyn Quince Court Apartments continue to provide local community members with an extreme value at a reasonable price. These apartments are aimed at helping those who fall within qualifying income categories to afford housing in the CRA District. All of the apartments are currently rented and being enjoyed!
The Carolyn Quince Apartment Complex consists of nine one-bedroom apartments that are owned by the Delray Beach CRA. They preserve affordable rentals within the CRA District and create available, attainable housing within the CRA District. While owned by the CRA, they are managed by the Delray Housing Group, Inc. on behalf of the CRA.
“The CRA exists to revitalize the physical environment and the economy of the CRA District. The CRA’s activities are designed to solve the underlying problems of slum and blighted conditions through planning, redevelopment, historic preservation, economic development and affordable housing so that the tax base can be protected and enhanced by these mutually supportive activities,” said Christine Tibbs, CRA assistant director. “Increasing the affordable and workforce housing stock and keeping housing affordable and attainable on a long term basis within the CRA District is directly in line with the CRA’s mission.”
The CRA acquired the building in 2006 and renovations to the apartment complex were completed in December 2007 utilizing Florida’s State Housing Initiatives Program (SHIP) funding for a portion of the costs. SHIP provides funds to local government as an incentive to create partnerships that produce and preserve affordable multifamily housing. The SHIP guidelines require that at least three apartments are rented to Very Low Income households (as defined by the Florida Housing Finance Corporation [FHFC] for Palm Beach County), and a least three apartments are rented to Low Income households (as defined by the FHFC for Palm Beach County). The remaining three apartments can be rented to households with Very Low Income, Low Income, or Moderate Income (as defined by the FHFC for Palm Beach County).
For 2024, PBC’s Area Median Income for a family of four is currently $104,000 (source FHFC for Palm Beach County). The one-bedroom apartments rental rates are set using the FHFC’s guidelines for Palm Beach County. The guidelines are updated yearly.
“As living costs are rising across the board, having affordable housing within the CRA District that serves the Very Low Income population is more important than ever,” Tibbs said.
