Improvements include the installation of paver brick sidewalks, decorative street lamps, and landscaping. The project is divided into four phases, each being partially funded by federal grants. The first two phases, the blocks between 1st and 6th Avenues, have been completed. The blocks between 6th through 10th Avenues are scheduled for completion in 2005 and 10th through 12th Avenues will be completed in 2006. The Downtown Plan also calls for the widening of the landscape strips in the median to 26 feet. Because this would necessitate the removal of turn lanes, this aspect of the plan requires further analysis and review.
