Federal Highway - Current Conditions

Project Description: This project serves a dual purpose: enhancing pedestrian safety and beautification of a major downtown thoroughfare. Federal Highway (also known as NE/SE 5th and 6th Avenues) is split into a one-way pair system through the downtown with a minimum of three lanes in each direction. In the blocks approaching Atlantic Avenue there are also turn lanes and on-street parking lanes. Unlike many of the other streets in the downtown area, there is no landscaping in the right-of-way and the sidewalks along Federal are approximately five feet in width. The Downtown Plan proposes to beautify this corridor, calm traffic, and enhance pedestrian safety by widening the sidewalks and adding landscaping. Concerns have been expressed that if the travel lanes are reduced to accommodate wider sidewalks, traffic will become overly congested. The engineering firm of Kimley Horn has been retained to study traffic volumes and movements along the corridor and to propose modifications that would achieve the objectives without creating undue traffic delays. The studies were completed and presented to the public in March of 2005. At a second public meeting on January 5, 2006, the consultants presented three conceptual designs for improving the corridor.
